2 <br />492626v1 JSB EL185-13 <br />and Economic Development, and Information Technology, in consultation with <br />stakeholders, to develop a collaborative action plan consistent with the state Olmstead Plan <br />to increase community integration of people with disabilities, including housing, community <br />living, and competitive employment. The priority is to align policies and funding, streamline <br />access to services, and increase efficiencies in interagency collaboration. Recommendations <br />must be provided to the Legislature by January 1, 2017, including proposed statutory <br />changes, changes necessary to the data practices act to allow for data sharing, and <br />information technology solutions required to implement the actions. Effective August 1, <br />2016. <br /> <br />• Housing Support Services. Chapter 163 (HF 3199/SF 2414) of the omnibus Department of <br />Health and Human Services law. Article 3, section 13, requires the commissioner of Human <br />Services to design comprehensive housing services to support an individual’s ability to <br />obtain or maintain stable housing. The proposal must support the goals of improving <br />housing stability, increasing opportunities for integrated community living, preventing and <br />reducing homelessness, increasing overall health and well-being of people with housing <br />instability, and reducing inefficient use of health care that may result from housing <br />instability. The commissioner is required to present an update to the Legislature by February <br />1, 2017. Effective August 1, 2016. <br /> <br />• Tax increment financing (TIF). There were no changes to the tax increment financing act, <br />Minnesota Statutes, Sections 469.174 through 469.1794. <br />
