Kl~tY Administrator <br />February 8, 1999 <br /> <br />DATE: <br /> <br />SUBJECT: 2001 Arts Alliance Request for <br />Contribution <br /> <br />The 2001 Arts Alliance organization requested a city contribution of $5,000 <br />for the June 26-27, 1999, Art Soup Festival. This request was made at the <br />January 19, 1999, meeting. <br /> <br />Attached for your information is the state law regarding city financial <br />support to artistic organizations. Also attached is an article from the state <br />auditor's report (fall of 1993) regarding municipal contributions. Finally, <br />attached is material from the Arts Alliance organization regarding the <br />upcoming festival and its request for financial support. <br /> <br />. <br /> <br />State law allows a city contribution to this organization. The state auditor's <br />article provides guidance regarding other types of contribution requests <br />which are not covered by state law. It should be noted that the City Council <br />discussed a formal policy on gifts and contributions in the past, but has <br />chosen to evaluate the requests on a "case by case" basis, and essentially that <br />approach is the city policy. <br /> <br />It is recommended that the city contribute $5,000 to the 2001 Arts Alliance <br />for the June 26-27, 1999, Art Soup Festival. Money for this contribution <br />would come from the $2,000 designated in the budget for the community <br />theater (which is no longer active) and $3,000 from the City Council <br />Contingency Fund. It is assumed that if funds are requested for a future <br />festival, that it will be a request for a smaller amount, and that the request <br />will come while the City Council is still considering its upcoming annual <br />budget. <br /> <br />Recommendation <br /> <br />The City Council allocate $5,000 to the 2001 Arts Alliance organization for <br />the 1999 Art Soup Festival. <br /> <br />. <br /> <br />13065 Orono Parkway · P.O.
