I understand ttlat the cityo(Elk Riverwould like to use part of its'landfill host <br />feete help.the eoys-and Girls Club purchase reused and recycled building products for <br />/ their new buiJding. In addition to using recycledproducts, the project would inch:ide an <br />educational component. Permanent signs would explain the us~ of recycled products <br />" to visitors, and the building would be open to'th.e dty for tours to demonstrate use of <br />recycled building products. <br /> <br />Twenty -five percent of a city's host fee "must be used only for the purposed of landfill <br />abat~ment or for the purposes of mitiga~ing and compensating for the local'risks, costs,. <br />.and other adverSe effects of the facilities" (Minn. Stat. 1.15A.921). You askedY"hether <br />this project witt' the Boys. and, GirlS Club would, be considered landfi!1 abatement. <br /> <br />. ' <br />Reduction, reuse, recycling, and education are an important strategies for abating <br />lan.dfill use. Many people do not realize that collecting recyclables is ~Jnly tne firststep <br />to'recycling. Recycling does not.happeryunless the collectea products are made into a <br />'new product, and someone buys that product. Our state has done a good job in <br />collecting recyclables. 'Now we must focus our efforts on "closing-the loop" by buying <br />and using recycled products. Another important parlof "closing the loop" is educating <br />Minnesotans about what recycled products are available, and how to use them. <br />." " <br /> <br />By helping to purchase reused and recycled products for this building, and educating <br />citizens who use or tour the building, the city of Elk River is helping to close the loop on <br />recycling, and making a significant con!ribution to landfill abatement. <br /> <br />Regional offices if!
