Planning Commission Minutes Page 3 December 27,2016 4.3 Miske Meadows—Outlot D, River Park Updated Preliminary Plat, Case No. P 16-21 Zack Carlton presented the staff report. Staff recommended approval of the revised preliminary plat with the six conditions listed in the staff report. Chair Johnson opened the public hearing. Dwayne Sikich,representing Paxmar—stated he was present to answer any questions. There being no one present to speak on the matter,Chair Johnson closed the public hearing. Motion by Commissioner Konietzko and seconded by Commissioner Thiel to recommend approval of the request by Paxmar,LLC for the updated Preliminary Plat of Miske Meadows,with the following conditions: 1. Updated engineering and utility plans must be submitted to the city and approved by city staff. 2. An updated Planned Unit Development agreement for Miske Meadows must be approved by the City Council. 3. Staff approval of a standard landscape plan for all detached townhome units, consistent with the R-3 townhome/multiple family residential design standards. 4. Parcels below 65 feet in width shall be included in a single home owner's association. 5. All mailboxes shall be clustered. 6. All mailboxes and public utilities with parking restrictions (hydrants) shall be located in a manor to reduce parking impacts.The facilities must be identified on the development plan, and approved by staff. Motion carried 7-0. 6. General Business Planning Manager Zack Carlton thanked Councilmember Burandt for her time served as the Council liaison to the Planning Commission. 6.1 City Council Liaison Update Councilmember Burandt reviewed the December 19,2016, City Council actions taken on the planning items from the November 22, 2016,Planning Commission meeting. 7. Adjournment There being no further business, the meeting of the Elk River Planning Commission adjourned at 7:46 p.m.
