<br />. <br /> <br />. <br /> <br />. <br /> <br />Elk River City Council <br />January 16, 1995 <br /> <br />Page 3 <br /> <br />4.5 HRA ApPointment <br /> <br />MAYOR DUITSMAN MOVED TO NOMINATE LARRY FARBER TO THE HRA. COUNCIL <br />MEMBER SCHEEL SECONDED THE MOTION. MOTION CARRIED 3.1.1. COUNCIL <br />MEMBER FARBER ABSTAINED. COUNCIL MEMBER HOLMGREN OPPOSED. <br /> <br />Council Member Holmgren indicated that he voted against the motion because <br />he has received no rationale for the need to have a City Council Member on <br />the HRA. He further indicated that Larry Toth has done a good job and has <br />served several terms on the HRA. Council Member Holmgren indicated he felt it <br />would be inconsistent to not reappoint Larry Toth to the HRA. <br /> <br />4.6 Health Care Delivery Commission <br /> <br />COUNCIL MEMBER SCHEEL MOVED TO DISBAND THE HEALTH CARE COMMISSION. <br />COUNCIL MEMBER HOLMGREN SECONDED THE MOTION. <br /> <br />Council Member Dietz indicated that the Health Care Commission served its <br />purpose and met the needs and concerns of the citizens. <br /> <br />MOTION CARRIED 5-0. <br /> <br />4.7 <br /> <br />Resiqnation of Ccuncil Member From the EDA <br /> <br />Council Member Dietz informed the Council that he would be officially resigning <br />from the EDA. <br /> <br />COUNCIL MEMBER HOLMGREN MOVED TO ACCEPT COUNCIL MEMBER DIETZ'S <br />RESIGNATION FROM THE EDA. COUNCIL MEMBER FARBER SECONDED THE MOTION. <br />MOTION CARRIED 5-0. <br /> <br />4.8 Assistant Finance Director <br /> <br />Following an interview with Jean Nichols for the position of Assistant Finance <br />Director, it was the consensus of the Council to hire Ms. Nichols as an employee <br />of the City working as Assistant Finance Director. <br /> <br />COUNCIL MEMBER FARBER MOVED TO AUTHORIZE THE CITY ADMINISTRATOR TO <br />NEGOTIATE EMPLOYMENT, WITHIN THE SALARY RANGE OF $35,000 - $45,000. WITH <br />JEAN NICHOLS AS THE CITY'S ASSISTANT FINANCE DIRECTOR. COUNCIL MEMBER <br />DIETZ SECONDED THE MOTION. MOTION CARRIED 5-0. <br /> <br />5. <br /> <br />Reauest for Exemption from Lawful Garnblinq License From Elk River Senior Hiqh <br />School <br /> <br />COUNCIL MEMBER SCHEEL MOVED TO APPROVE AN EXEMPTION FROM LAWFUL <br />GAMBLING LICENSE FOR THE ELK RIVER SENIOR HIGH SCHOOL. COUNCIL MEMBER <br />HOLMGREN SECONDED THE MOTION. MOTION CARRIED 5-0. <br />
