Additionally, the League <br />of Minnesota Cities annually provides a license and fee survey for <br />municipalities. Regarding the 1999 fee proposal, I would like to comment on <br />three areas of concern and interest. Most of the other proposed changes are <br />rather routine. <br /> <br />. <br /> <br />PARK DEDICATION FEES <br /> <br />The fee resolution proposal includes no change in the park dedication fee. A <br />request for this increase will be coming in the next few months, and the <br />council can consider this issue separate from the attached fee schedule. The <br />reason for the delay is that the city is awaiting the results of a survey done <br />by a consulting firm on behalf of the city of St. Cloud. The survey will <br />hopefully help us justify a proposed change. The council should note that a <br />substantial change is being proposed based on the preliminary information <br />that has been obtained on what other cities are charging residential <br />development on a per lot basis. The more difficult issue that the Park and <br />Recreation Commission is trying to work through is how to obtain <br />appropriate park areas in plats, and equate this land area to a dollar value <br />that is consistent with the per lot fee. Currently, almost all developers want <br />to pay a per lot fee rather than give land for parks. The current ordinance <br />calls for up to 10 percent of the land being dedicated for parks. This 10 <br />percent guideline is almost universal with municipalities. <br /> <br />. <br /> <br />A substantial increase in park dedication fees is a tough issue for all parties. <br />The city needs adequate funds to make improvements, and also needs <br />adequate land in residential developments for parks. On the other hand, the <br />fees cannot be so high that it is detrimental to the development. An <br />additional point of view is that if fees are high, it may lead to higher quality <br />development as the cost of residential lots increase. <br /> <br />13065 Orono Parkway · P.O.
