Therefore, the numbers shown could change as <br />further analysis is completed and additional calculations are performed to refine the <br />capital cost estimate. This is especially true as capacity modeling results get completed <br />and are analyzed for reasonableness. <br /> <br />Introduction <br /> <br />The purpose of this section is to summarize the methodology, assumptions and results of <br />the preliminary capital cost estimate for the Northstar Corridor Commuter Rail system <br />Concept B system plan. This preliminary capital cost estimate is intended for use in the <br />context of a corridor feasibility study, and does not represent the result of a <br />comprehensive engineering design process. <br /> <br />The preliminary capital cost estimate includes the following segments of the Northstar <br />Corridor Commuter Rail System: <br /> <br />Segment A - Minneapolis CBD to Northeast Minneapolis <br />Segment B - Northeast Minneapolis to Fridley <br />Segment C - Fridley to Coon Rapids <br />Segment D - Coon Rapids to Anoka/Ramsey <br />Segment E - Anoka/Ramsey to Elk River <br />Segment F - Elk River to Big Lake <br />Segment G - Big Lake to Becker <br />Segment H - Becker to Clear Lake <br />Segment I - Clear Lake to East St. Cloud <br />Segment J - East St. Cloud to St. Cloud CBD <br />Segment K - East St. Cloud to Rice <br /> <br />Methodology <br /> <br />The approach to estimating capital costs for the commuter rail system involves <br />identifying and quantifying the various system elements, then developing and applying <br />approximate unit costs. In addition, the capital cost elements are segregated into the <br />following three categories: <br /> <br />· Commuter Rail Basic Elements - This category is intended to include all items that <br />are exclusively part of the commuter rail system.
