City Council Minutes Page 9 <br />December 19, 2016 <br />----------------------------- <br />Moved by Councilmember Westgaard and seconded by Councilmember <br />Olsen to adopt the 2017-2021 Capital Improvement Plan. <br />Motion carried 5-0. <br />8.2 Ordinance Amendment AllovyMg Auto Rating Facilities to Obtain a <br />Liquor License <br />Ms. Allard presented the staff report. <br />Moved by Councilmember Wagner and seconded by Councilmember Olsen <br />to adopt Ordinance 16-31 Amending Chapter 6, Relating to Alcoholic <br />Beverages, of the City of Elk River, Minnesota, City Code. <br />Motion carried 5-0. <br />8.3 Ordinance Amendment Allowing Staff Approval of Solicitor, Peddler, <br />and Transient Merchant Licenses <br />Ms. Allard presented the staff report. <br />Moved by Councilmember Burandt and seconded by Councilmember Wagner <br />to adopt Ordinance 16-32 Amending Chapter 38, Article VIII, Peddlers, <br />Solicitors, and Transient Merchants of the City of Elk River, Minnesota, City <br />Code to allow staff approval of licenses. <br />Motion carried 5-0. <br />--------------------------- <br />Council recessed at 8:23 p.m. in order to go into work session. Council reconvened <br />at 8:29 p.m. <br />9.1 Spectrum High School <br />Mr. Carlton presented the staff report. <br />Rick Peterson, Spectrum representative — Stated they want to work with the city <br />and business owners, but still have a plan feasible for the school. <br />Dan DeBruyn, Spectrum representative — Stated there is a need to find space for <br />growth and the proposed 13 acre site of city -owned property has some benefits. He <br />stated they are open to trying to work out a solution. <br />Mayor Dietz questioned why the Economic Development Authority (EDA) is not <br />interested in offering up the city -owned property to Spectrum. <br />Councilmember Westgaard noted moving Spectrum from the Industrial Park to the <br />Business Park does not solve any issues.
