<br /> <br />;t' <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />9/1100 <br /> <br />JOINT POWERS AGREEMENT <br />FOR NORTH METRO <br />HIGHWAY 10 CORRIDOR COALmON <br /> <br />The parties to this agreement are governmental units of the State of Minnesota. This agreement <br />is made and entered into pursuant to Minnesota Statutes, 1994, Section 471.59. <br />) <br />WITNESSETH: <br /> <br />WHEREAS, Anoka County and the cities of Coon Rapids, Anoka, Ramsey, Andover and Elk <br />River, all of whom directly border on or are in close proximity to Truck Highway 10 (THIO), <br />hereby agree to form the North Metro Highway 10 Corridor Coalition (Coalition); and <br /> <br />WHEREAS, the Coalition will commence a collaborative study effort to discuss, identify and <br />address transportation and transit needs and other physical land use and community planning issues <br />associated with the improvement and expansion of the TH 10 corridor and their respective cities; <br />and <br /> <br />WHEREAS, the Coalition intends to utilize this information to guide and support development <br />of essential transportation and infrastructure improvements along and expansion of TH 10, to <br />assist in determining appropriate transportation policies, and address other issues that respective <br />members from time to time deem appropriate; and <br /> <br />WHEREAS, the Coalition desires to utilize this strategic alliance to assist in marketing and <br />guiding development along the TH 10 Corridor; and <br /> <br />WHEREAS, the success of this collaborative effort will be dependent upon having access to <br />adequate resources to comprehensively research and address the critical issues that impact TH 10; <br />and <br /> <br />NOW THEREFORE, on the basis of the premises and the mutual covenants hereinafter set forth, <br />the parties hereto agree as follows: <br /> <br />ARTICLE I. <br />VISION STATEMENT <br /> <br />The general purpose of this agreement is to create an organization through which the members that <br />are parties to this Agreement may jointly and cooperatively plan for and maximize the <br />opportunities for sub-regional transportation and transit development, quality growth and <br />diversification along TH 10 through a system of collaboration, pursuant to Minnesota Statutes, <br />1994, Section 471.59. <br /> <br />- 1 - <br />
