For any event, the following will be necessary: <br />• Clearly identify the access points for spectators and for participants, vendors, <br />and employees. <br />• Provide parking information on the website and potentially in flyers or other <br />printed materials with tickets purchased in person or delivered online. <br />• Maximize the use of the parking areas by clearly identifying parking spaces <br />and aisles using paint, rope, orange flags, or similar items for visual <br />indicators. <br />• Volunteers or employees should be strategically positioned to help facilitate <br />motorists to parking areas and specific spots. <br />• Volunteers or employees should direct drivers and pedestrians in the conflict <br />area on the north side of the site. <br />• Clearly identify walking paths between the parking areas on the north side of <br />the site and the primary activity areas, potentially using signs, ropes, striping, <br />or other items. <br />For Medium and Large Events, traffic control will be necessary on TH 169 to provide <br />for safe and efficient operations to/from the parking areas and for through vehicles <br />on TH 169. Figure 5, Figure 6, and Figure 7 are provided in Appendix A and show <br />the traffic control expectations. <br />Additional recommendations for the proposed ERX expansion include: <br />• The traffic control and internal operations should be reviewed after the first <br />Medium and the first Large Event. Update the plans accordingly based upon <br />this review. <br />• Maintain close coordination with MnDOT and the City of Elk River, including <br />direct meetings to discuss the traffic control plans and timing of events. <br />• Monitor the plans for improvements to the TH 169 corridor, including the <br />potential new interchange at 221St Avenue and loss of direct access to TH <br />169.
