<br />. <br /> <br />. <br /> <br />. <br /> <br />TO: Mayor & City Council <br /> <br />FROM: <br /> <br />Pat Klaers, City Administrator <br /> <br />DATE: <br /> <br />September 28, 2000 <br /> <br />2000 Property Tax Data...The September 2000 Minnesota Cities <br />magazine, which is published by the League of Minnesota Cities, has <br />recently been distributed to all members. This September edition is of <br />particular interest to most municipal officials as it includes the annual <br />property tax rate information for the current year. I have summarized and <br />attached the population and tax rate information for cities that are generally <br />between a population of1 0,000 and 20,000. This summary also includes <br />some neighboring communities. <br /> <br />The City Council has long had a concern over its tax rate, its ranking to <br />similar communities, and how it compares to cities that we are in <br />competition with for economic development projects. The city 2000 tax rate <br />is 119.45 and this rate compares favorably to the listed communities. Only <br />11 of the 39 listed communitie,s have a tax rate lower than Elk River and of <br />these 11, there are 7 in the metropolitan area. In comparing our ranking <br />this year to last year, we are in approximately the same position, only <br />slightly worse. By way of comparison, last year 6 of the 38 communities <br />listed had a lower overall tax rate than Elk River. Elk River's tax rate went <br />down last year, as did all but 5 of the communities listed in the chart. We <br />are still in a good position and condition as far as our total tax rate is <br />concerned, but the situation is not quite as positive as it was a few years <br />ago. <br /> <br />As an aside, the listed metropolitan communities showed an increase in <br />population of 3.43 percent, non-metropolitan communities showed an <br />increase of .75 percent, and the neighboring communities showed a <br />population increase of 6.6 percent. The neighboring communities were led <br /> <br />by Rogers at a 32.32 percent increase in population (this follows a 24 <br />percent last year), Big Lake at 8.9 percent increase in population (this <br />follows a 9.6 percent increase last year), and Zimmerman at 8.2 percent <br />population increase (this follows an 11 percent increase last year). The Elk <br />River population increase from 1999 to 2000 was 5.27 percent. <br />
