<br />. <br /> <br />. <br /> <br />. <br /> <br />SPECIAL MEETING OF THE ELK RIVER CITY COUNCIL <br />HELD AT THE ELK RIVER CITY HALL <br />MONDAY, DECEMBER 4, 2000 <br /> <br />Members Present: <br /> <br />Mayor Klinzing, Councilmembers Dietz, Farber, Motin, <br />and Thompson <br /> <br />Members Absent: <br /> <br />None <br /> <br />Staff Present: <br /> <br />Pat Klaers, City Administrator; Sandra Peine, City Clerk; and <br />Lori Johnson, Finance Director <br /> <br />1. Call Meetina To Order <br /> <br />Pursuant to due call and notice thereof, the special meeting of the Elk River City <br />Council was called to order at 6:00 p.m. by Mayor Klinzing. <br /> <br />2. <br /> <br />Truth in Taxation Public Hearina <br /> <br />City Administrator Pat Klaers explained that the purpose of this public hearing is to <br />receive citizen and property owner input on the proposed 2001 city budget and <br />tax levy. <br /> <br />Mr. Klaers indicated that the proposed general fund budget for 2001 is $6,470,000. <br />He gave a description of the general fund revenues and expenditures by <br />category. The city administrator explained the budget by type of services and <br />departments. <br /> <br />Finance Director Lori Johnson reviewed information on the city tax rate and levy. <br />She indicated that the city levy is proposed at $4,457,247, which is 11.55 percent <br />or $461,778 more than last year. Lori stated that due to the growth in the city net <br />tax capacity, it is estimated that the city tax rate will increase by only 1 percent <br />next year. She further explained how the total property tax is divided between <br />the city, the county, and the school district and further gave some property tax <br />comparisons showing how the tax rate would affect residential homestead and <br />commercial/industrial properties. <br /> <br />Mayor Klinzing Mayor Klinzing opened the public hearing for citizen input on the <br />general fund budget and tax levy for the 2001 City of Elk River budget. <br /> <br />Dorothv Michaels - 200 Morton Avenue had some questions pertaining to the <br />procedure of appraising homes in the city. <br /> <br />David Grove - 11871 192nd Ave. NW - Mr. Grove indicated that his estimated city <br />tax had risen by 14%. He indicated that he felt the tax percentage increase is too <br />high. <br />
