.
City of ~
Elk

Item # 5.6.

MEMORANDUM

TO:

FROM:

Pat Klaers, City

DATE:

November 20, 2

SUBJECT: Utilities Commission Update

Councilmember John Dietz is the City Council representative on the Elk
River Municipal Utilities Commission. At this November 20,2000, City
Council meeting, John is scheduled to provide the council with an update on
October and November Utilities activities. Attached for your review are the
draft minutes from the November 14, 2000, Utilities Commission meeting.

.

Utilities General Manager Bryan Adams has requested that the City Council
consider the locations being proposed by the Utilities for its well (plus
treatment building and backwash pond) and water tower. These facilities
were briefly discussed at the joint City Council and Utilities meeting on
September 25,2000. The Utilities desire to have the water tower project
move forward immediately and the well (plus treatment building and
backwash pond) will probably be a 2002 project.

The water tower site has been a topic of discussion at a number of recent
Park and Recreation Commission meetings. The final location being proposed
for the water tower is consistent with the recommendation from the Park and
Recreation Commission although it was not a unanimous recommendation.

It should be noted that at the September 25, 2000, joint meeting, the water
tower location that was discussed was in the northeast corner of Hillside
Park along County Road 12. The actual proposal before the Council on
November 20,2000, is for the tower to be located in the park in the Trott
Brook Farms development project.

. The desired location by the Utilities for the well (plus treatment facility and
backwash pond) is on the east side of the new Tyler Street on a remnant of
the George Dechenes property which the city purchased for the road
construction project. One of the conditions discussed with this request is that
the proposal would not adversely impact the "desirability" of the property in

13065 Orono Parkway. P.O. Box 490.
