Member Powers remarked that he had
spoken to State Representative Ma.rk Olson and was told by Olson that the City could turn down the
station location without conditions. Powers felt such ~n action might strengthefl the city posiUon. in any
future negotiation$ on a site. He also remarked that Clear Lake is the only City in which a station Is
located in a central portion of the city and that this in effect decimates our downtown area.

Alice laugh ton wa$ present and asked why the station had to be in the middle of the town. Mayor
Kiffmeyer and several members of the Council explained that the city had proposed several alternative
locations and that none were considered appropriate to the Northstar project people. It may be of benefit to the current
development and future developments.

Mayor Kiffmeyer said it Is relative to the amount of growth antidpated for this area.
