Parks and Recreation Master Plan <br /> The Neighborhood Parks Service Area text in Chapter 5 of the master plan states, recreation facilities should <br /> be developed when 300 or more households within cluster developments or on lots less than 2 acres are located within 1.5 <br /> miles of the park.The subject property does not meet this requirement. Therefore,staff recommends the <br /> Parks and Recreation Commission recommend Park Dedication be in the form of cash. <br /> Trail Connectivity,as indicated in the master plan,indicates "Other Future Trails" are desired along the <br /> west side of Elk Lake Rd NW. The subject property is on the east side of Elk Lake Rd so the trail <br /> connectively plan does not apply in this case,therefore no easement is needed for a trail. <br /> During the October 12,2016,a Parks and Recreation commission member stated the trail would be best <br /> on the east side of the County Road 1 because of an existing trail and proximity to a regional park in the <br /> area. Another commission member asked if the Master Plan (trail plan) was side specific? The trail <br /> connectivity exhibit clearly shows the trail on the west side of County Road 1. <br /> The tools city staff uses to communicate with and to make recommendations to the various public bodies <br /> are the City Council approved plans. These plans include,but not limited to,the Land Use Map,Zoning <br /> Map,Parks and Recreation Master Plan,Mississippi's Connections,FAST,and the Gravel Mining Area <br /> Land Use,Transportation,and Utility Plan. The intention of these plans is to create a comprehensive <br /> plan of the city while taking out the guess work for individual properties and analyzing them case by case. <br /> On all of these plans,graphics are utilized extensively. If, for instance,the zoning map shows a property <br /> is zoned residential,it cannot arbitrarily be recommended to be commercial for various reasons.
