The actual cost, <br />of course, may vary depending upon any adjustments the Council makes to <br />the contribution levels. <br /> <br />One of the main goals is to decrease the amount employees pay for family <br />insurance. The full flex proposal increases the family contribution to $500 <br />per month. This is high in comparison to other cities; however, it needs to be <br />that high to offer any savings to this group of employees. The proposed plan <br />would decrease the amount these employees pay by $230 to $300 per year <br />depending on the coverage selected. The only way to further decrease the <br />employee cost is to increase the city contribution. <br /> <br />The main benefit of a cafeteria plan is that it offers choice and ownership to <br />employees. Employees have control of how their money is spent for benefits. <br />Employees can then decide what is best for their individual situation, and <br />spend their benefit money appropriately. <br /> <br />Conclusion <br /> <br />Members of the Benefits Committee will be present at the meeting to present <br />and discuss this proposal in greater detail. There are too many issues to <br />discuss all of them in this memo so please contact a committee member or me <br />on Monday if you need additional information prior to the meeting. <br />Employees will receive this information before the meeting and may be at the <br />meeting to express their views on the proposal. <br /> <br />If the Council agrees to implement a Flexible Benefits Plan, it will be <br />important to move quickly so everything can be in place for implementation <br />on January 1, 2001. It will be necessary to involve an expert in this area to <br />draft the plan and to assist with employee meetings and enrollment this first <br />year. The consultant has estimated that it will cost around $3,000 to $5,000 <br />to draft and implement the plan. <br /> <br />Action Reauested <br /> <br />The Council is asked to consider the 2001 benefits proposal as presented by <br />the Benefits Committee. <br />
