These funds are the <br />garbage collection/recycling program, the municipal liquor store, and the <br />wastewater treatment system (WWTS). Attached for your review and <br />consideration are the details for these three budgets. <br /> <br />. <br /> <br />The f!arbaf!e collection/recyclinf! urof!ram began in November 1990. In <br />1993, the billing and collection responsibilities for this program shifted from the <br />city to Elk River Municipal Utilities. <br /> <br />In 2001, the city will continue to offer four main garbage collection options to the <br />residents and will continue to offer weekly recycling services. Disposal of the <br />garbage to the Refuse Derived Fuel (RDF) Plant is required by way of the city <br />contract with Sherburne County and by way of the city contract with the <br />haulers. <br /> <br />In 1999, the City Council approved a rate reduction for our residential <br />customers. This rate reduction was based on the renegotiated contract with the <br />haulers and based on the 2000 contract with the county. The contract with the <br />county has changed for 2001, but it is believed that the rates from last year can <br />continue. One reason for the rates not changing is that the city has accumulated <br />a larger than needed fund balance in the garbage enterprise fund and would like <br />to slowly decrease this amount over the next few years. In 2001 it is projected <br />that the city will use $53,500 of its fund balance in order to balance the <br />operating budget. <br /> <br />The 2001 expenditures are projected at $811,350. This is a 4.34 percent increase <br />over the 2000 budget. About 96 percent of the expenditures go to the haulers and <br />to the RDF plant. <br /> <br />. <br /> <br />13065 Orono Parkway. P.O.
