MEMORANDUM TO: Mayor & City Council Pat Klaers, City Admi~or November 13, 2000 ~/ SUBJECT: Enterprise Funds FROM: DATE: The city has three enterprise funds under its management. These funds are the garbage collection/recycling program, the municipal liquor store, and the wastewater treatment system (WWTS). Attached for your review and consideration are the details for these three budgets. . The f!arbaf!e collection/recyclinf! urof!ram began in November 1990. In 1993, the billing and collection responsibilities for this program shifted from the city to Elk River Municipal Utilities. In 2001, the city will continue to offer four main garbage collection options to the residents and will continue to offer weekly recycling services. Disposal of the garbage to the Refuse Derived Fuel (RDF) Plant is required by way of the city contract with Sherburne County and by way of the city contract with the haulers. In 1999, the City Council approved a rate reduction for our residential customers. This rate reduction was based on the renegotiated contract with the haulers and based on the 2000 contract with the county. The contract with the county has changed for 2001, but it is believed that the rates from last year can continue. One reason for the rates not changing is that the city has accumulated a larger than needed fund balance in the garbage enterprise fund and would like to slowly decrease this amount over the next few years. In 2001 it is projected that the city will use $53,500 of its fund balance in order to balance the operating budget. The 2001 expenditures are projected at $811,350.
