<br /> <br /> <br /> <br />MEMORANDUM <br />. <br />TO: Michael Hecker, Elk River Parks and Recreation Director <br />FROM: Paul Paige, PLA <br />DATE: December 14, 2016 <br />SUBJECT: Parks and Recreation Master Plan interpretation request <br /> <br /> <br /> <br />In response to a request today from PRC Chair Dave Anderson, I have reviewed the 2015 Parks <br />and Recreation Master Plan completed by HKGi and offer the following interpretation related <br />to Figure 5.6 Trail Connectivity on page 56 of the document: <br /> <br />The intent of the Trail Connectivity Map is to identify existing trails in Elk River and show <br />conceptual connections for future trails in support of Initiative 3 in the Master Plan – to <br />“Strengthen Trail Connections”. The map is to identify future connectivity opportunities. <br />Specific trail alignments, and whether they end up being a widened shoulder, or separated <br />from the roadway and on one or both sides of a particular corridor will need to be evaluated <br />independently at the time of roadway construction/reconstruction and will be driven by many <br />potential constraints including physical features (topography, wetlands, existing trees) available <br />easements and/or right of way, and available funding for new trail facilities. <br /> <br />The map is diagrammatic and is not intended to be read literally as it relates to precise <br />alignment or location of existing or proposed trails within a connection corridor or alongside <br />existing roadways. For example, the existing trail shown in solid green on the map for the <br />southern portion of County Road 1 is illustrated to show that there is a trail existing, however it <br />is not shown offset from the existing road line on the map. Any graphic offsets shown on the <br />map where a future path is shown on a specific side of a roadway are due to complexities of <br />drafting a map at a scale where the entire City is shown on a single 8.5 x 11 page of the report. <br /> <br />The Master Plan does identify more specific recommendations about some future trails, for <br />example there is language on page 55 that states “Provide trail access along south side of Hwy <br />10 from Proctor to Orono Park when the Hwy 10 bridge is replaced” <br /> <br />I hope that this clarification is helpful as you continue to use the Master Plan to direct decisions <br />related to parks and trail investments and opportunities in Elk River. I am available if additional <br />clarification is needed. <br />
