City°f Memorandum <br /> Elk ,. <br /> r <br /> To: Mayor and City Council <br /> From: Michael Hecker, Parks and Recreation Director <br /> Date: December 19, 2016 <br /> Subject: Whiteoak Plat Application, Case No. P 16-18 —Park Dedication/Trail <br /> Easement <br /> The Parks and Recreation Master Plan provides guidance for trails along arterial roadways <br /> (e.g., Elk Lake Road), specifically"prioritize trails or other safety measures in places with low <br /> visibility or other dangerous conditions (curves, topographic change,build entrances, <br /> difficult intersections, etc.). The plan also states aiming for a trail on one side of the street <br /> on all collector and arterial streets." Trail Connectivity, as indicated on the Master Plan <br /> Exhibit 5.6, shows a trail corridor along the west side of Elk Lake Rd NW adjacent to the <br /> subject parcel. <br /> Parks and Recreation Commission - October 12, 2016 <br /> The Parks and Recreation Commission, on October 12, 2016,recommended Park <br /> Dedication be paid in the form of cash for one dwelling unit. The current rate is $1,425.93 <br /> per dwelling unit. <br /> During this meeting, the Parks and Recreation Commission was made aware of the Master <br /> Plan Exhibit 5.6, topography, curves, and other physical features along this area. The <br /> Commission recommended (7-0) that a trail easement be required along the western side of <br /> the subject property (east side of Elk Lake Road). No direction on easement width was <br /> provided. <br /> City Council Meeting— October 17, 2016 <br /> The City Council approved the plat with the Park and Recreation Commission <br /> recommendation to include a trail easement along the western side of the subject property, <br /> again no easement width was specified. <br /> City Council Meeting- November 21, 2016 <br /> During the Open Forum, the applicant spoke stating they were confused about the approved <br /> trail easement. They stated the Parks Master Plan Exhibit 5.6 shows the trail on the west <br /> side of the road, and questioned why an easement was being recommended when their <br /> property is on the east side of the road.
