EGty1� ,.,�� Request for Action <br /> River <br /> To Item Number <br /> Mayor and City Council 4.9 <br /> Agenda Section Meeting Date Prepared by <br /> Consent December 19, 2016 Lauren Wipper, Human Resource Representative <br /> Item Description Reviewed by <br /> 2017 Compensation Plan for Non-Organized Cal Portner, City Administrator <br /> Employees Reviewed by <br /> Action Requested <br /> Adopt,by motion, a resolution approving the 2017 Compensation Plan for Non-organized Employees. <br /> Background/Discussion <br /> Attached is the 2017 Compensation Plan for Non-organized Employees. Changes include: <br /> ■ 2.5% pay increase—Budgeted for 2017 and reflected in item #1 and the Pay Plan on the final <br /> page of the document. It is also reflected in the pay for Paid On-Call Firefighters, Part-time <br /> Cablecaster, Police Reserves, and Part-time Liquor Store Clerk. <br /> ■ The step increases provision has been identified to be for non-union employees as union <br /> employees pay is defined in their labor agreements. <br /> ■ To alleviate difficulty recruiting ice arena and seasonal laborers,pay rates were increased based on <br /> similar pay in the surrounding area. Some positons have higher annual increases for improved <br /> retention. Neither increase affects the total amount budgeted. With the increase in pay,we <br /> eliminated the Seasonal Park Laborer 2 position <br /> ■ Changed timing of annual increases to returning recreation employees. Instead of May 15,it is <br /> now stated as once peryear and removes a provision requiring employees to have worked at least <br /> 250 hours the previous year or return for their third year to an increase at the city's discretion. <br /> ■ Street Division on call pay and Officer In Charge for the patrol officers have been removed from <br /> this plan because they were added to the respective labor agreements. <br /> ■ On call pay for Wastewater Operators has been added to reflect our current practice. <br /> ■ Union employee premium pay for plow routes is defined in their labor agreement. A new <br /> provision defines pay for non-union employees who may be required to plow snow. <br /> ■ Item 14 was better defined so employees paid higher than pay grade 5 will receive their normal <br /> wage if required to plow snow. <br /> ■ The Flexible Benefits Plan contribution was approved at the Nov. 7, 2016, Council meeting. <br /> ■ IUOE Local 49 has been added to Item 19. <br /> Financial Impact <br /> All of the compensation plan costs are accounted for in the Council-approved 2017 budgets. <br /> Attachments <br /> ■ Resolution <br /> ■ 2017 Compensation Plan for Non-Organized Employees <br /> POWERED 6T <br /> A IR <br />
