Mayor Dietz to open and close the public hearing. <br /> 2. Adopt,by motion, the 2017 master fee schedule ordinance. <br /> 3. Adopt,by motion, the resolution for summary publication of the ordinance (4/5 vote is required). <br /> Background/Discussion <br /> Proposed changes for fees in 2017 include: <br /> Assessment Search Certification and Labor Rate (pg 1) <br /> Fees increased to more accurately reflect current labor costs. <br /> Licensing Fee (pg 1) <br /> Clarifying dates for processing late or expedited application requests and the fees associated with them <br /> with the new in-house approval process. <br /> Sanitary Sewer User Fee and Sewer Availability Charge (pg 6) <br /> Council reviewed these fees during budget discussions and approved them on December 5 when 2017 <br /> budget was approved. <br /> Surface Water Management Impact Fee (pg 7) <br /> Increases 3 percent annually per a 1994 Council resolution and Council already approved these fees when <br /> the 2017 budget was adopted on December 5. <br /> Tax Abatement (pg 7) <br /> The Economic Development Authority approved the increase in the tax abatement fee to cover legal and <br /> financial review expenses. <br /> Elk River Municipal Utility Fees (Exhibit B) <br /> ERMU adopted their fees in October. The city attorney recommends their fees be listed as part of the <br /> city's master fee schedule. <br /> Financial Impact <br /> 1. Each year the city reviews its fees to make sure they are fair,reasonable, and proportionate to the <br /> actual cost of the service for which the fee is imposed. <br /> 2.
