Box 490 <br />Elk River, MN 55330-0490 <br /> <br />RE: MEADOW PARK SECOND ADDITION <br /> <br />Dear Mr. Harlicker: <br /> <br />As requested, we have reviewed the preliminary plat of Meadow Park Second Addition. <br />As you are aware, this is the plat of Outlot A of Meadow Park Addition. This piece of <br />property is a vacant lot adjacent to Dr. Johnson's facility on Main Street near TH 169. <br />Based on our review, we would offer the following comments: <br /> <br />1. The plat should provide additional right-of-way along Main Street. This right-of- <br />way should be a minimum of 12 feet in width at the east property line and can <br />taper down to the existing right-of-way width at the west property line. The <br />additional right-of-way is necessary for future expansion of Main Street and the <br />addition of sidewalk behind the curb. <br /> <br />2. Ultimately, the development of all the property south of Main Street will require <br />the extension of Carson Street through Dr. Johnson's property into Earl Hohlen's <br />property. When Carson Street is extended to the south, it is recommended that <br />the driveway from Meadow Park Second Addition access onto Carson Street. If <br />Meadow Park Second Addition is developed prior to the extension of Carson <br />Street to the south, it will need a driveway onto Main Street. Any temporary <br />driveway on Main Street should line up with the Burger Time driveway <br />immediately north of Main Street. Ultimately, when Carson Street is developed, <br />there should be access control across the Main Street frontage. <br /> <br />3. As far as we could determine, this property has never been assessed for trunk or <br />lateral sanitary sewer and watermain benefit. The property should pay a trunk <br />sewer and water assessment at a rate equivalent with the East Elk River project. <br />That rate in 1998 was $6,000 an. acre.
