Box 490 <br />Elk River, MN 55330-0490 <br /> <br />RE: WINDSOR OAK Hill <br />FINAL PLAT <br /> <br />Dear Mr. Wensman: <br /> <br />The Developer of Windsor Oak Hill (formerly Seven Oaks) is requesting final plat <br />approval for the first phase containing 40 lots. Within the past several weeks, the <br />Developer's engineer has resubmitted a grading, drainage, and erosion control plan and <br />storm sewer calculations. Based on our review of those documents and information <br />from our project file, we would offer the following comments regarding the first phase <br />final plat: <br /> <br />1. The two critical issues with the preliminary plat have now been resolved. First was <br />the access onto CSAH 1 relative to Sherburne County's comments. If you recall, <br />Sherburne County has required a right turn lane which, with the original access <br />point on CSAH 1, would have required filling of a wetland. The Developer has now <br />moved the access point further to the south so that the improvements on CSAH 1 <br />that the County has requested do not impact the wetland. The second issue <br />revolves around access on the extreme west end of the plat. One of the conditions <br />in preliminary plat approval was that the Developer acquire control of Outlot A of <br />M-Vale Addition for a street connection. It is my understanding that has now been <br />accomplished. <br /> <br />2. We have reviewed the revised grading, drainage, and erosion control plan. We <br />have several minor comments but nothing significant enough to hold up approval <br />of the final plat. We will be working with the Developer'S engineer to iron out the <br />last few issues so that a final approved grading plan can be accomplished. There <br />will need to be some additional easements added to the final plat for cross lot <br />drainage. <br /> <br />3. The drainage calculations that were submitted have been reviewed and are <br />generally acceptable.
