The final plat differs from the preliminary plat because <br />of County Road 1 access issues and also to reflect the City Council's request <br />that Lot 16, Block 2 of the preliminary plat be added to the parkland <br />dedicated. The City Council approved the preliminary plat on October 18, <br />1999. <br /> <br />Lot Size <br /> <br />There are 40 lots in the first phase of the development with lots ranging from <br />.27 acres to 2.49 acres in size. All of the lots conform to the minimum <br />requirements of the Rlc zoning district. <br /> <br />Access to Countv Road 1 <br /> <br />Since the preliminary plat approval, the road intersection with County Road <br />1 has been moved and the lots reconfigured. The County is requiring a turn <br />lane and the former intersection with County Road 1 would have required the <br />filling of a wetland. The entrance road has been relocated to the south to <br />avoid the wetland. The City Engineer has no issues with the new location. <br /> <br />Future Access to Landers <br /> <br />Access to Landers Street was an issue at the time of the preliminary plat <br />approval. Outlot A in the M-vale subdivision was originally created for a <br />future road connection from Landers Street. Outlot A was privately owned at <br />the time of preliminary plat, but has now been deeded over to the City of Elk <br />River. Phase II of Oak Hill will connect to Landers Street. <br /> <br />Utilities <br /> <br />(See H. R. Green Memorandum) <br /> <br />Gradine. Drainaee and Erosion Control <br /> <br />(See H. R. Green Memorandum) <br /> <br />LandscaDine and Screenine <br /> <br />The developer intends on constructing a 6' wood fence along the County Road <br />1 right-of-way with conifer trees to provide screening.
