In the original plans for Elk Park Center the retail space was to have <br />faced east towards Freeport similar to the existing tenant spaces. With the <br />building facing north, the visibility from Freeport and the main parking area <br />is limited. The pun Sign Agreement presently allows only one sign centered <br />over the entrance doors of the tenant space or leased area for multi-tenant <br />buildings. Caribou is located at the northeast corner of the new retail area <br />and would like to install two signs, one over the entrance on the north side as <br />allowed by the pun Sign Agreement and an additional sign facing east. <br /> <br />Salina's Salon is moving into the remaining 4800 SF of retail space occupying <br />the northwest corner. Salina's entrance also faces north and has only one sign <br />over its entrance with little or no visibility to the east. <br /> <br />pun Sil!n Al!reement <br /> <br />The pun Sign Agreement allows only one sign centered over the entrance <br />doors of the tenant space or leased area for multi-tenant buildings. The new <br />6,372 SF of retail space constructed in 1999 faces to the north rather than to <br />the east as originally proposed. The new retail space has limited visibility <br />from Freeport Street or Highway 169. By allowing a second sign over the <br />tenant lease space, Caribou Coffee will have improved visibility. <br /> <br />Approval of this conditional use permit will also affect other corner tenants in <br />multi-tenant buildings such as Hollywood Video and Hirshfield Paint who's <br />lease space allows the potential for two signs. This ordinance amendment <br />would not improve visibility for Salina's Salon as their corner faces Jackson <br />Avenue. <br /> <br />Staff recommends amending the pun Sign Agreement to allow a second sign <br />for corner tenants as long as the second sign is within their leased space and <br />has similar restrictions in size and location. <br /> <br />PlanninJ! Commission <br /> <br />At the September 26, 2000, public hearing, there were no comments from the <br />public. The Commission was primarily concerned about the sign ordinance in <br />general considering the number of sign requests they hear.
