<br />. <br /> <br />. <br /> <br />. <br /> <br />Memo to the City Council/P 00-16 <br />October 16, 2000 <br />Page 2 <br /> <br />Overview <br /> <br />The applicant is requesting preliminary plat of a 2.03-acre lot into one 1.64- <br />acre light industrial lot. 0.39-acres of the 2.03-acre parcel will be dedicated <br />as public right-of-way for 171st Avenue and for an extension of Ulysses Street <br />NW. The applicant is platting the lot in order to construct a new Elk River <br />Muffler and Brake. City Ordinance requires that commercial, industrial or <br />multifamily property be platted prior to issuance of building permits. The lot <br />conforms to the minimum requirements of the L1 zoning district. <br /> <br />Existing Conditions <br /> <br />The lot is mostly open with a few trees and a portion of a wetland in the <br />southwest corner. There is also a gas line easement that crosses the property <br />along the Ulysses Street alignment. <br /> <br />Rieht-of-Wav <br /> <br />The City is requiring that 0.39-acres of land be granted for additional 171 st <br />Avenue right-of-way and for an extension of the Ulysses Street right-of-way. <br />Additional 171 st Avenue right-of-way is needed in order to extend the Tyler <br />Street trail westward and to accommodate the widening of 171 st near <br />LeFebvre and Morrell Trucking. <br /> <br />Drainaee and Utilitv Easements <br /> <br />The required drainage easement has been provided over the existing wetland <br />and around the perimeter of the property. The plat should show access <br />control along the 171 st frontage with all access from Ulysses Street (See <br />Howard R. Green Memorandum). <br /> <br />Park Dedication <br /> <br />The Park and Recreation Commission recommended that the council accept a <br />cash dedication in lieu of land at the rate of $2000 per acre. <br /> <br />Sewer and Water <br /> <br />Sewer and water services are available to this property. <br /> <br />\ \elkriver\sys \shrdoc \planning\stevewen \ccmmo \pOO 16.doc <br />
