West, Fire Chief <br /> <br />DATE: <br /> <br />October 16, 2000 <br /> <br />SUBJECT: Purchase of Emergency Preparedness Siren <br /> <br />. <br /> <br />The 2001 equipment reserves budget includes a $13,000 line item for the <br />purchase of one emergency siren to be located in the city of Elk River. Funds <br />are available in the equipment reserve budget to finance this purchase in <br />2000. I have received a quote from Federal Warning Systems, located in <br />Rochester, Minnesota, for one 2001 SRN DC Federal Signal Corporation <br />Emergency Siren with a capability of a 5200 foot range of coverage. The cost <br />of the siren with sales tax and shipping is $12,377.83. Delivery of the new <br />siren would be approximately 30-45 days. The eighteen emergency sirens <br />currently in the city of Elk River are all Federal Warning System sirens. <br /> <br />At this time I would like to update the City Council on the necessity for <br />ordering the emergency siren now rather than after January 1, 2001. The <br />City of Elk River, along with Federal Warning Systems, and Northern <br />Alternative Energies, are encompassing on installing a battery operated <br />emergency siren off the side of a wind generator. The installation <br />specifications have been discussed with representatives from Federal Signal <br />Corporation and Northern Alternative Energies and they have agreed that <br />the wind generator will provide ample power to keep the Deleo batteries at <br />full operating charge in order to run the emergency outdoor siren. <br /> <br />With the impending installation of the wind generator located at <br />approximately 225th Avenue and Highway 169, I would like to accept the <br />quote from Federal Warning Systems for the purchase of one new 2001 SRN <br />DC Emergency Siren. Because this unit is a DC (battery operated) emergency <br />siren, no electrical utility hook-up will be required for this new outdoor <br />warning siren. <br /> <br />. <br /> <br />The attached maps show the existing siren locations within the city of Elk <br />River and the proposed area of coverage for the new siren(s).
