Background/Discussion The subject property is directly south of the property with the PID#75-465-0550. The property is indicated as "park"in the Westwood subdivision which was platted in the 1950's. Two streets were indicated on the plat as "Western Avenue" and "Park Avenue" giving access to several properties and the park. The "Park Avenue" street right-of-way will also be part of the Eagle Scout project. The Eagle Scout candidate would like to create a gathering place near the lake. He would also like to create a single track path from Meadowvale Road, along the "Park Avenue" right-of-way, that can be used by the public to access the lake. In order for this to be a successful project, the city will need to work with adjacent property owners regarding their encroachments into the property and he will need to clean up the property. There are many encroachments, a few downed trees, and a junk pile including a pontoon, a few boats, a few snowmobiles, a boat motor, and other stuff. On September 16, 2013, City Council denied a request to vacate both right-of-ways on each side of the subject property. They felt the "Park Avenue" right-of-way may provide access to what might be parkland in the future and they wanted to ensure the city maintained the limited number of lake access points they have. The Parks and Recreation Commission reviewed and approved this Eagle Scout project at their November 9, 2016, meeting. Financial Impact Staff time to work on the property encroachments.
