The property is <br /> indicated as "park"in the Westwood subdivision which was platted in the 1950's. <br /> Two streets were indicated on the plat as "Western Avenue" and "Park Avenue" giving access to several <br /> properties and the park. The "Park Avenue" street right-of-way will also be part of the Eagle Scout <br /> project. <br /> The Eagle Scout candidate would like to create a gathering place near the lake. He would also like to <br /> create a single track path from Meadowvale Road, along the "Park Avenue" right-of-way, that can be <br /> used by the public to access the lake. <br /> In order for this to be a successful project, the city will need to work with adjacent property owners <br /> regarding their encroachments into the property and he will need to clean up the property. There are <br /> many encroachments, a few downed trees, and a junk pile including a pontoon, a few boats, a few <br /> snowmobiles, a boat motor, and other stuff. <br /> On September 16, 2013, City Council denied a request to vacate both right-of-ways on each side of the <br /> subject property. They felt the "Park Avenue" right-of-way may provide access to what might be <br /> parkland in the future and they wanted to ensure the city maintained the limited number of lake access <br /> points they have. <br /> The Parks and Recreation Commission reviewed and approved this Eagle Scout project at their <br /> November 9, 2016, meeting. <br /> Financial Impact <br /> Staff time to work on the property encroachments. <br /> Attachments <br /> ■ Westwood Plat <br /> ■ Aerials <br /> POWERED 6T <br /> A IR <br />
