14. During the public hearing, the City Council received testimony regarding impacts of <br /> the proposed variances on the surrounding residential area. <br /> 15. Following the conclusion of the public hearing, the City Council voted 4-1 to uphold <br /> the Board of Adjustments decision that the Variance application for a second <br /> freestanding sign has failed to meet the criteria for the granting of a Variance as <br /> outlined in Sec. 30-635 of the Elk River code of ordinances, and that the Variance <br /> application for a maximum sign height increase by 55.5 feet has failed to meet the <br /> criteria for the granting of a Variance as outlined in Sec. 30-635 of the Elk River <br /> code of ordinances. <br /> 16.
