Housing and Redevelopment Minutes Page 2 <br /> October 3,2016 <br /> • <br /> 6.1 Public Hearings <br /> There were no public hearings. <br /> 7.1 HRA Rehabilitation Program Update <br /> Ms. Eddy provided an update on recent Rehab Program activities. She asked that the <br /> Commission approve the mortgage and repayment agreement as described in their packet. <br /> Chair Toth asked if homeowners at 806 Holt Avenue were still waiting on the lead paint <br /> inspection, since there have been no updates on this property since that August 1, 2016 note. <br /> Mr. Eddy stated that she will check on the status of that project and report back next month. <br /> Motion by Commissioner Chuba and seconded by Commissioner Eder to approve <br /> the mortgage and repayment agreement for Erin and Tracy Cunningham, 1420 5th <br /> Street NW. Motion carried 5-0. <br /> 7.2 HRA Housing Rehabilitation Loan Program Waiting List <br /> Ms. Eddy provided background information on available funds for the HRA Rehab <br /> program. She explained that two projects are currently on the waiting list for 20107,but that <br /> funds are available now,if the Commission wished to proceed with them at this time. 1111 <br /> Motion by Commissioner Eder and seconded by Commissioner Chuba to approve <br /> allocation of funds for the two described projects on the waiting list for 2017 for the <br /> HRA Rehabilitation program. Motion carried 5-0. <br /> 8.1 Worksession — HRA Rehabilitation Loan Program —Targeted Area <br /> Discussion (5:45 p.m.) <br /> Ms. Eddy introduced Kristin DeGrande,Neighborhood Reinvestment Coordinator,City of <br /> Coon Rapids. Ms. DeGrande reviewed details of the Coon Rapids Home for Generations II <br /> Home Improvement Program. Ms. DeGrande discussed the types of assistance that are <br /> offered, eligibility requirements,process,promotion and application process. <br /> Ms. DeGrande stated that 70-75 homeowners have started or completed projects in the 3 <br /> years of the program. <br /> Commissioner Chuba asked what the intent of the program is. Ms. DeGrande stated that <br /> the goal is to keep people in their homes by helping them remodel instead of moving out. <br /> She stated that they have allocated$230,000 in funds,refunded$30,000 in building permit <br /> rebates,provided$1 million in financing, and leveraged$4.4 million in private funds. <br /> Commissioner Chuba asked if they have tracked the increase in tax base. Ms. DeGrande <br /> explained the tax valuation is approximately 2 years behind the assessed value, so they have • <br /> not yet tracked the increase. <br />
