1. Erosion control mesh will be limited to wildlife-friendly materials to avoid entanglement of a <br /> variety of reptiles and birds. Wildlife friendly materials include biodegradable rectangular <br /> (not square) netting made from flexible natural fibers or biodegradable polyester. <br /> Photodegradable products or non-biodegradable plastic erosion control mesh will not be <br /> used on site. <br /> 2. The MN DNR list of recommendations for areas inhabited by Blanding's Turtles will be <br /> followed to the extent practical. These recommendations include such actions as <br /> distributing a flyer with an illustration of a Blanding's Turtle to all of the employees that <br /> work at the Site. The flyer will also be kept on-site.Turtles that are in imminent danger will <br /> be moved out of harm's way by hand.Those that are not in imminent danger will be left <br /> undisturbed. If a Blanding's Turtle is observed nesting at the Site, the nest will be marked <br /> and left undisturbed. Any silt fencing used as part of stormwater management will be <br /> removed as soon as it is no longer needed. Reclamation will include revegetation of the Site <br /> with grasses and forbs. <br /> 3. Reclamation will be monitored and managed to ensure successful revegetation and wildlife <br /> habitat development. <br /> 14. Historic properties: <br /> Describe any historic structures, archeological sites, and/or traditional cultural properties on or in <br /> close proximity to the site. Include: 1) historic designations, 2) known artifact areas, and 3) <br /> architectural features. Attach letter received from the State Historic Preservation Office (SHPO). <br /> Discuss any anticipated effects to historic properties during project construction and operation. <br /> Identify measures that will be taken to avoid, minimize, or mitigate adverse effects to historic <br /> properties. <br /> A search of the cultural resource database was completed by the Minnesota State Historic <br /> Preservation Office (SHPO). No archeological sites were identified in a search of the Minnesota <br /> Archaeological Inventory and Historic Structures Inventory for the search area.The letter from SHPO <br /> regarding the search results is included as Attachment 3. <br /> 15. Visual: <br /> Describe any scenic views or vistas on or near the project site. Describe any project related visual <br /> effects such as vapor plumes or glare from intense lights. Discuss the potential visual effects from <br /> the project. Identify any measures to avoid, minimize, or mitigate visual effects. <br /> Visual impacts will be minimized by the construction of perimeter berms and maintenance of <br /> wooded setback areas as mining through progresses through the Site. Operating equipment is <br /> typically located on the floor of the mine recessed below surrounding grade. Periodically stripping <br /> operations will only occur for a limited amount of time at grade. <br /> Site operations may be conducted during nighttime hours when lighting on the processing <br /> equipment may be needed.
