Sand and Gravel Mines Environmental Assessment <br /> Worksheet (EAW). <br /> Background/Discussion <br /> The purpose of the EAW is to describe the project and gather information to identify any potential <br /> environmental impacts. Staff believes the EAW accurately describes the project and any potential <br /> environmental impacts. Mitigation measures to reduce the environmental impacts have been identified <br /> by the EAW and will be incorporated into the project plans. Staff recommends a negative declaration on <br /> the need for an EIS for the Tiller Corporation and Max Steininger,Inc. request. <br /> The Elk River City Council is the Responsible Governmental Unit (RGU) charged with determining, <br /> from the information gathered through the EAW process,whether or not this project has significant <br /> potential to cause irreversible environmental impacts. If the Council believes there is a significant <br /> potential to cause irreversible environmental impacts, they shall order the preparation of an <br /> Environmental Impact Statement (EIS) for the project. The Council will consider the following <br /> information: the EAW, comments received on the EAW, and the responses to the comments received. <br /> The Council shall order the preparation of an EIS if they determine the impacts may reasonably be <br /> expected by the project to have the potential for significant environmental impacts. The Council shall <br /> consider the impacts of the project under the following criteria: <br /> ■ The type, extent, and reversibility of the environmental effects. <br /> ■ Cumulative Potential Effects. The RGU shall consider the following factors: Whether the <br /> cumulative potential effect is significant;whether the contribution from the project is significant <br /> when viewed in connection with other contributions to the cumulative potential effect; the <br /> degree to which the project complies with approved mitigation measures specifically designed to <br /> address the cumulative potential effect; and the efforts of the proposer to minimize the <br /> contributions from the project. <br /> ■ The extent to which the environmental effects are subject to mitigation by ongoing public <br /> regulatory authority. The RGU may rely only on mitigation measures that are specific and can <br /> be reasonably expected to effectively mitigate the identified environmental impacts of the <br /> POWERED 6T <br /> A IR <br />
