The Council upheld the Board of Adjustments decision to deny the <br /> variance applications based on the interpretation that the request did not satisfy the requirements for <br /> approval of a variance as outlined in Sec. 30-365 of the Elk River City Code. <br /> The City Council voted 4-1 to direct staff to prepare a Findings of Fact for the November 7, 2016, <br /> meeting. <br /> The City Council also directed staff to research what opportunities other cities give religious institutions <br /> in regard to signage.
