The <br /> franchise fee collected is the primary revenue source along with the municipal state aid portions of the <br /> related construction projects. An additional revenue source is the repayment over the next two years <br /> from the City of Ramsey for the Jarvis portion of the 2015 street project. <br /> Municipal State Aid (MSA) <br /> The city engineer will review the future MSA allocations and estimates and how they are tied to the <br /> Pavement Management Fund. MSA funds will be funding a portion of the future street projects in 2017, <br /> 2019, and 2021. The maintenance (sealcoat/overlays) portion of MSA goes into the Pavement <br /> Management Fund to offset the cost of the sealcoating and smaller overlay preventative maintenance. <br /> Street Improvement Reserve Fund <br /> Covers improvements outside of the Pavement Management Fund on roads and infrastructure in the city. <br /> Boulevard and intersection enhancements are included in this update. Special assessment repayments was <br /> the main funding source,which will end shortly as we no longer assess for street improvement projects. <br /> Trunk Utilities Fund <br /> Consists of special assessment revenue from water and sewer improvement projects used on trunk water <br /> and sewer expansion /improvement projects in the area for which the assessments were collected unless <br /> there is no further need in the existing area and then they can be used in another area. These funds <br /> would be used in lieu of having to issue bonds on future expansions of the systems. <br /> Park Improvement Fund <br /> Created to provide a funding source for parks and trails improvements. The funding source is an annual <br /> transfer from the Municipal Liquor Fund based on a percentage (45%) of profits after approved transfers. <br /> Park Dedication Fund <br /> The Rivers Edge Park expansion project will primarily be funded through an internal loan from the GRE <br /> POWERED 6T <br /> Template Updoted 4/14 INAMIRE1 <br />
