Planning Commission Minutes Page 2 <br /> August 23,2016 <br /> Chair Johnson opened the public hearing. <br /> Kathy Artman, 19159 Ivanhoe Drive NW—questioned the future use of Outlot C,who <br /> will maintain it and what it will look like,and the timeline for the project. She stated that it <br /> is already noisy at the site. <br /> Mr. Carlton stated that construction will start this year. He explained that the street will be <br /> torn up to replace the water lines. Outlot C is a stormwater pond which the city will own and <br /> maintain. He stated that he was not sure what the maintenance plans would be and would <br /> need to check with engineering. <br /> Motion by Commissioner Larson-Vito and seconded by Commissioner Feinstein to <br /> recommend approval of the request by Progressive Builders for a Conditional Use <br /> Permit to establish the River Park Meadows PUD,with the following conditions: <br /> 1. Street lights shall be installed as required by Elk River Utilities. <br /> 2. All mailboxes shall be clustered. <br /> 3. Staff approval of all required plans,including landscaping and utility plans. <br /> Motion carried 6-0. <br /> Motion by Commissioner Nicholas and seconded by Commissioner Crook to <br /> recommend approval of the request by Progressive Builders for Preliminary Plat <br /> approval for River Park Meadows,with the following conditions: <br /> 1. Address all comments in the comment letter dated August 16,2016. <br /> 2. Staff approval of updated Preliminary Plat. <br /> Motion carried 6-0. <br /> 5.2 City of Elk River—Ordinance Amendment <br /> • Ordinance Amendment relating to Recycling Processing Centers, Case No. OA 16- <br /> i0 <br /> The staff report was presented by Chris Leeseberg. He noted that the words, "and <br /> motorcycles" should be struck from the language in the definition. <br /> Commissioner Crook asked how the number of vehicles allowed would be addressed. MR. <br /> Leeseberg explained that it would depend on the size of the property. <br /> Vice Chair Konietzko opened the public hearing. There being no public comment,Vice <br /> Chair Konietzko closed the public hearing. <br /> Motion by Commissioner Larson Vito and seconded by Commissioner Nicholas to <br /> recommend approval of the request by the City of Elk River for an ordinance <br /> amendment to Section 30-1, Definitions, relating to Recycling Processing Centers, <br /> Case No. OA 16-10. Motion carried 6-0. <br />
