.
City of ~
Elk

* * Item # 3.6. * *

MEMORANDUM

TO:

Mayor and City Council

FROM:

Pat Klaers, City Administrator

DATE:

October 9, 2000

SUBJECT: J. Smith Appraisal

.

A few years ago, the city completed a library building expansion project.
Shortly thereafter the property to the north (the Riding house) became
available. The city purchased this property and eventually expanded the
library parking lot.

While nothing is final at this time, it's always been understood that the
current library location is going to be its permanent home in Elk River. When
the expansion of the library took place a few years ago, the discussions
included "what if' scenarios about the next expansion 10 years down the road.
The only realistic option for expansion of the library is to the west, where there
is a single family home west of the parking lot and a single family home west
of the building.

The Bailey family owns the house west of the library parking lot. Dean Bailey
(Councilmember Dietz's father-in-law) recently passed away and at this time it
seems appropriate to investigate some options for acquisition of this property
for future expansion of the parking lot. John has indicated that his mother-in-
law is open to this possibility. The first step in this process is to obtain an
appraisal in order to determine the fair market price. In this regard, I have
requested Mr. Jerry Smith of Century 21 (a certified appraiser) to provide me
with a quote for his services. I will distribute this quote at the meeting on
Monday night.

.

Recommendation
It is recommended that the City Council approve the $300 quote from Jerry
Smith to do the appraisal on the Bailey property.

13065 Orono Parkway' P.O.
