Heritage Preservation Commission Meeting <br /> Elk River City Hall <br /> April 21,2016 <br /> Chair Lindberg nominated Debra Mortensen to continue as the Vice Chair of the • <br /> Heritage Preservation Commission. <br /> Commissioner Mortensen accepted the nomination. <br /> Motion by Commissioner Lindberg and seconded by Chair Fox to elect Debra <br /> Mortensen as the Heritage Preservation Commission Vice Chair. Motion <br /> carried 3-0. <br /> 6.1 Water Tower Subcommittee Update <br /> Commissioner Mortensen provided the progress update on the bylaws and articles of <br /> incorporation. She also stated the need to advertise in the local paper, City's website, <br /> community page,Facebook or any additional opportunities to identify individuals <br /> who are interested in being on the Board of Directors, Officers and committee <br /> members. State Statute requires a minimum of three members to formulate a <br /> 501(c)(3). The purpose of this group is to provide upkeep of the water tower and <br /> implement future improvements such as a park or signage. <br /> Mr. Carlton discussed the priority of the subcommittee is to fund the park and any <br /> additional improvements associated with the water tower. Other opportunities will <br /> be to help fund and coordinate any additional community projects identified by the <br /> HPC throughout the community. <br /> Chair Fox provide an overview of the work session which took place with the City • <br /> Council on March 21,2016. He discussed the support the City Council showed <br /> towards the vision of the project. <br /> Mr. Carlton also discussed the recommendation of putting the population under the <br /> Elk River logo on the water tower. This would fall in line with historical depictions <br /> on water towers. <br /> 6.2 Discuss Historic Walking tour <br /> Mr. Carlton provided an overview of the four walking tour brochures which were <br /> created by students at St. Cloud State University and feedback provided by two <br /> community members. He noted the new city staff member will be working on <br /> pulling together comments and getting the brochure on the City's website. <br /> 7.I Grant and Construction Plans Update <br /> Mr. Carlton provided a brief summary of progress on the water tower drawings and <br /> budget. He also detailed the next steps and timing required for applying for grants. <br /> • <br />
