<br /> <br />Request for Action <br /> <br /> <br />To Item Number <br /> <br />Planning Commission 4.2 <br />Agenda Section Meeting Date Prepared by <br /> <br />Public HearingsOctober 25, 2016BrieAnna Simon, Planner <br />Item Description Reviewed by <br />Item Description <br />Request by Starbucks for Conditional Use Permit to Zack Carlton, Planning Manager <br />Sprint/Veteran Signworks – 19179 Freeport Ave <br />Amend Elk Park Center PUD Agreement signage, <br />Reviewed by <br /> <br /> <br />Conditional Use Permit to Amend Elk Park <br />19179 Freeport St NW, Case No. CU 16-13 <br /> <br />Center PUD Signage, Case No. CU 16-29 <br /> <br />Action Requested <br /> <br />Recommend, by motion, approval of the Conditional Use Permit to amend the Elk Park Center Planned <br />Unit Development language to be consistent with the wall sign regulations of the C-3 zoning district. <br /> <br />Background/Discussion <br /> <br />The applicant is requesting an amendment to the current Elk Park Center Planned Unit Development <br />(PUD) agreement to allow standard wall signage according to Sprint’s brand on all sides of the building. <br />The applicant is proposing to update the PUD agreement to allow signage on the rear side of a building. <br /> <br />Staff proposes updating the sign language, specific to wall signs, to be consistent with the C-3 zoning <br />district, and read as shown below: <br /> <br /> <br />f.Wall Signs (Multi-Tenant Building) <br /> <br />4.No signage shall be permitted on the sides or rear of the building, other than that required for <br />delivery identification or traffic control. Businesses in multi-tenant facilities shall be allowed <br />their proportionate share of permitted wall sign area. An exception being, parcels abutting <br />Highway 169 shall comply with wall sign standards for the C-3 Highway Commercial <br />zoning district. <br />The Elk Park Center PUD was established in 1994. Since adoption, the PUD regulations for wall signs <br />on buildings adjacent to arterial roadways have been amended twice. The first Elk Park Center PUD <br />amendment was in 2014 for multi-tenant buildings to allow wall signs on building facades facing an <br />arterial roadway not to exceed 20 square feet, in addition to a permitted sign on the front facade. The <br />second Elk Park Center PUD amendment was in 2016 for multi-tenant buildings to allow wall signs to <br />not exceed 15 percent of the façade area. This 2016 amendment closely aligns with regulations outlined <br />for the C-3 Highway Commercial district. However, this 2016 amendment restricted exterior wall signage <br />by prohibiting signage on the rear façade of a building. <br /> <br /> <br /> <br /> <br /> <br />
