That § 30-1, Defini- tions, of the City of Elk River Code of Ordinances shall be amended as follows: Recycling Processing Center means land or buildings where re- usable materials are bought, sold, exchanged, stored, baled, cleaned, packed, disassembled or handled, including metal, rags, plastic, pa- per, cardboard, rubber (excluding tires), glass and wood products, or where segregated waste materials am reprocessed into usable, sal- able products.
