Our Project Understanding, <br />Proposed Scope of Services, Project Schedule, Project Team and Proposed Fee for this project are <br />described below. <br /> <br />PROJECT UNDERSTANDING <br /> <br />The project consists of the realignment and reconfiguration of Line Avenue and 5th Street. Line <br />Avenue currently connects Twin Lakes Road to Main Street. The current alignment of Twin Lakes <br />Road was constructed in 2003 making the Line Avenue connection unnecessary. The City is <br />considering constructing a cul-de-sac on Line Avenue south of the 5th Street intersection to eliminate <br />the north-south route that serves as a short cut through a residential area. The existing residences on <br />the west side of Line Avenue and commercial property on the east side of Line Avenue will continue <br />to have access from Line Avenue via Main Street. Line Avenue north of 5th Street will be realigned to <br />provide an east-west connection with 5th Street. The Dodge Avenue and 5th Street intersection will <br />also be realigned such that 5th Street west of Dodge Avenue forms a T intersection with the revised <br />alignment of Dodge Avenue and 5th Street.
