2017 Park Improvement Fund Descriptions <br /> October 12,2016 <br /> PIF projects for 2017 <br /> These projects were discussed and reviewed at a Parks and Recreation Commission work session on <br /> September 14,2016. <br /> 1. Trail Repairs and Connections $250,000 <br /> To repair,replace,and add connections as discussed with Parks Commission. Two major projects were <br /> discussed: 1) Orono Parkway project is estimated at$89,000 to replace the trail along the road and into <br /> the park. 2)Kliever Lake Park project is estimated at$110,000 to reconstruct a portion of trail through <br /> the wetland area and construct a new trail to connect the park to the neighborhood to the west. 3) <br /> Library project is estimated at $15,000 to construct a new trail along an easement access from the library <br /> parking lot to the development to the west. 4)Twin Lakes Trail project is estimated at$20,000 to <br /> sealcoat the newly installed trail from 2016. 5) Crack sealing and patching is estimated at$16,000 to be <br /> utilized at various locations throughout the trail system. Any remaining funds will be used to crown the <br /> tunnel of the Great Northern Trail. <br /> 2. Picnic Tables/Benches $15,000 <br /> To replace picnic tables and provide additional picnic tables at Lions Park and various other park <br /> locations. <br /> 3. Park Property Lines $10,000 <br /> Addition or replacement of park boundary markers which were never installed, removed by residents, or <br /> vandalized. It is beneficial for staff to know exactly where the boundaries are in the park system both for <br /> maintenance and code enforcement. <br /> 4.Barrington Playground Replacement $80,000 <br /> Replacement of the playground structure at Barrington Park. This playground structure is one of the <br /> oldest within the City of Elk River and is beyond its serviceable life making it difficult to obtain <br /> replacement parts. The current playground is showing signs of wear on the painted surfaces and <br /> composite components. A playground of similar size will be installed to provide a safe playing surface <br /> for the neighborhood park. <br /> 5. Athletic Field Improvements-Dugouts $80,000 <br /> This project headed by the youth baseball organization will complete the dugout project at the YAC and <br /> Oak Knoll. This is the project that was denied by the City Council at their September 21, 2015,meeting. <br /> Council directed staff to continue working with youth baseball on new dugouts for 2016.HGKI <br /> completed a redesign of the dugouts with optional upgrades based on vendor pricing and donations from <br /> youth baseball. <br /> 6. Athletic Field Improvements $100,000 <br /> Staff and the Commission recommend funds be used to install scoreboards at the six baseball/softball <br /> fields at YAC and conduct other improvements within the park. Staff will work with the youth athletic <br /> organizations for final design. <br /> 8. Hillside Park Improvements $63,000 <br /> Staff and the Commission recommend funds be utilized for the reconstruction of the mountain bike trails <br /> in sections two and three(southern 40 acres)of Hillside Park utilizing IMBA standards for sustainable <br /> trail construction. Staff will work with MORC on final design and implementation of trail construction. <br />
