Planning Commission Minutes Page 2 <br />July 26, 2016 <br /> Chair Johnson opened the public hearing. <br /> <br />Kathy Artman, 19159 Ivanhoe Drive NW Ï questioned the future use of Outlot C, who <br />will maintain it and what it will look like, and the timeline for the project. She stated that it <br />is already noisy at the site. <br /> <br />Mr. Carlton stated that construction will start this year. He explained that the street will b <br />torn up to replace the water lines. Outlot C is a stormwater pond which the city will own and <br />maintain. He stated that he was not sure what the maintenance plans would be and would <br />need to check with engineering. <br /> <br /> Motion by Commissioner Larson-Vito and seconded by Commissioner Feinstein to <br />recommend approval of the request by Progressive Builders for a Conditional Use <br />Permit to establish the River Park Meadows PUD, with the following conditions: <br />1.Street lights shall be installed as required by Elk River Utilities. <br />2.All mailboxes shall be clustered. <br />3.Staff approval of all required plans, including landscaping and utility plans. <br /> <br /> Motion carried 6-0. <br /> ------------------------- <br />Motion by Commissioner Nicholas and seconded by Commissioner Crook to <br />recommend approval of the request by Progressive Builders for Preliminary Plat <br />approval for River Park Meadows, with the following conditions: <br /> <br />1.Address all comments in the comment letter dated August 16, 2016. <br />2.Staff approval of updated Preliminary Plat. <br /> <br />Motion carried 6-0. <br /> <br />5.2 City of Elk River Ï Ordinance Amendment <br />Ordinance Amendment relating to Recycling Processing Centers, Case No. OA 16- <br />10 <br />The staff report was presented by Chris Leeseberg. He noted tha <br />motorcyclesÒ should be struck from the language in the definitio <br /> <br />Commissioner Crook asked how the number of vehicles allowed would be addressed. MR. <br />Leeseberg explained that it would depend on the size of the property. <br /> <br />Vice Chair Konietzko opened the public hearing. There being no <br />Chair Konietzko closed the public hearing. <br /> <br /> Motion by Commissioner Larson Vito and seconded by Commissioner Nicholas to <br />recommend approval of the request by the City of Elk River for an ordinance <br />amendment to Section 30-1, Definitions, relating to Recycling Processing Centers, <br />Case No. OA 16-10. Motion carried 6-0. <br /> <br />
