<br />City Council Minutes <br />December 6, 2004 <br /> <br />Page 6 <br /> <br />It was the consensus of the Council to revisit the Main Street/Parrish Avenue right turn lane <br />issue after the completion of the downtown revitalization project. <br /> <br />5.1. Request by Orrin Thompson Homes for Rezoning of Miske Property from R1d (Single <br />Family Residential) to PUD (planned Unit Development). Public Heating - Case No. ZC <br />04-06 <br /> <br />5.2. Request by Orrin Thompson Homes for Conditional Use Permit for Residential Planned <br />Unit Development (Miske Property). Public Hearing Case No. CU 04-15 <br /> <br />5.3. Request by Orrin Thompson Homes for Preliminary Plat Approval of River Park (Miske <br />Property) Public Hearing Case No. P 04-09 <br /> <br />Senior Planner Scott Harlicker submitted the staff reporr. Mr. Harlicker reviewed the <br />proposal by Orrin Thompson Homes for a 489 unit planned unit development located <br />south of Twin Lakes Road, east of Sunset Ridge, and west of Cleveland Street. Mr. Harlicker <br />reviewed the layout of the elementary school, flre station and well house, single-family home <br />and townhome elevations and locations, streets, sidewalks, wetlands, density, and park land. <br />Mr. Harlicker noted that the application has been revised since the last time this item was <br />reviewed by the City Council. <br /> <br />Mayor Klinzing opened the public hearing. <br /> <br />Greg Lien, 19147 Lincoln Street - Stated that he is frustrated because he doesn't feel like <br />anything has been done to address the concerns regarding the infrastructure not being able <br />to handle this development or the safety concerns expressed by the Sunset Ridge property <br />owners. He stated that he would like the City Council to keep the property zoned for single <br />family homes. <br /> <br />Carol Turner, 18776 Cleveland Street - Spoke regarding her traffic observations in the <br />vicinity of County Road 40 and County Road 12. She stated that trafflc from Trott Brook, <br />Kliever Lake Fields, and Hidden Creek in her mind were not significant and that most of tl1e <br />traffic was coming from outside of Elk River, speciflcally Burns Township and Ramsey. <br /> <br />Peggy King, 18913 Twin Lakes Road - Stated that the city should be sensible in their <br />development planning and that this property should remain as single family homes. She <br />stated that there are many times that she cannot get out of her driveway onto Twin Lakes <br />Road due to the trafflc volume and stated that this type of development would add to the <br />problem. <br /> <br />Richard Hocking, attorney representing property owners east of County Road 40 - <br />Stated that some of the property owners in this area may be able to develop their property in <br />the future but they are concerned with the County Road 40 improvements. He stated that he <br />believes the property owners petitioned the Council a few months ago for sewer and water <br />to be extended east of County Road 40. Mr. Hocking questioned where the Council stands <br />on the petition for tl1e extension of the Urban Service District. <br /> <br />Ron Bratlie, Director of Special Projects for Elk River Area Schools - Indicated that <br />the River Park site is acceptable but that it will be a tight flt for a schooL He stated that he <br />would prefer the site to the north for an elementary school and would like the Council to <br />consider this site. <br />
