City Council Minutes
August 15, 2016
Page 8
Acting Mayor Wagner stated she has heard from numerous residents that a dead-end
cul-de-sac is a nightmare, parking is an issue, the area is congested, and they need
that road. She noted further development will bring more traffic to already fullroads
and the city can't do this disservice to current residents.
Councilmember Olsen concurred with Councilmember Westgaard but felt there is
not enough information to know how to do it.
Councilmember Burandt questioned who owns property along the southern
connection that the developer would need to obtain easements from.
Mr. Don Jenson (with Paxmar) stated the permitting process could take a year and a
half to complete.
Acting Mayor Wagner suggested an informal poll to see where the Council is at
regarding the Twin Lakes Parkway connection.
Attorney Beck stated Council would be required to vote on the items tonight
depending on the 120 -day rule or the applicant could submit a written letter asking
for a withdrawal or extension. He noted this item could go to the next meeting if
within the 120 days. The Council could be polled to find out where they stand.
Mr. Roessler stated he would prefer this item be continued and he will then
withdraw his application.
Council consensus is they are in favor of the Twin Lakes Parkway connection.
Councilmember Burandt stated she was hoping there could be a compromise for
allowing the development of area lots south of the power lines.
Mr. Jenson stated the whole point for this approval is so they can take advantage of
the 2016 construction season remaining this year. He further stated it won't work
unless they can start their project in September. He stated he would prefer discussion
at the first meeting in September.
Moved by Councilmember Westgaard and seconded by Councilmember
Burandt to continue this item to the September 6, 2016 Council meeting.
Motion carried 4-0.
7.5 City of Elk River
■ Ordinance Amendment to Opt -Out of the Temporary Health Care
Dwelling Law
Mr. Carlton presented the staff report.
P0V. f0E0 ut
