City of Elk — River Request for Action To Item Number Mayor and City Council 4.4 Agenda Section Meeting Date Prepared by Consent September 6, 2016 Jessica Miller, Executive Secretary/Deputy City Clerk Item Description Reviewed by Special Event Permit: Elk River Youth Hockey 50`b Tina Allard, City Clerk Reviewed by Birthday Celebration Cal Portner, City Administrator Action Requested Approve, by motion, a Special Event Permit to the Elk River Youth Hockey Association for a 50"' birthday celebration at the Elk River Arena on Saturday, September 10, 2016, subject to the following conditions: 1. The event planner is required to notify surrounding businesses, residents, and organizations. The city will provide a template of the notice that must be distributed and a list of the property owners to notify. The event planner must provide an affidavit that the notice was distributed. 2. Applicant must receive permission for use of any private property. 3. Tents must meet applicable state and fire building code requirements. Tents must be secured with weights, not stakes. No stakes shall be pounded into the pavement. Applicant is responsible for contacting the fire marshal at 763.635.1110 to schedule an inspection prior to use of the tents. 4. Liquor may only be served by a caterer licensed to serve alcohol in the State of Minnesota. Prior to the event, the city must receive a copy of the caterer's licenses issued by the state allowing the caterer to serve food and alcohol. Caterer must also provide certificate of insurance naming the city as an additional insured for liquor liability coverage. 5. Applicant is required to have two police officers on-site from 6:00 p.m. until 11:30 p.m. while alcohol is served. The applicant is responsible for fees associated with police personnel. 6. Temporary signs must receive a temporary sign permit from the Planning Department prior to display and all signage must comply with the standards set forth in the ordinance beginning with Section 30-851. Background/Discussion Elk River Youth Hockey Association submitted a special event permit application to host a community open house on Saturday, September 10, 2016, from Noon —11:00 p.m., in honor of their 50'b birthday. The event will include activities for all ages. See attached flyer for details. The Association received permission from the school district to use the high school parking lot.
