City Council Minutes Page 8 <br />August 15, 2016 <br />----------------------------- <br />Acting Mayor Wagner stated she has heard from numerous residents that a dead-end <br />cul-de-sac is a nightmare, parking is an issue, the area is congested, and they need <br />that road. She noted further development will bring more traffic to already full roads <br />and the city can’t do this disservice to current residents. <br /> <br />Councilmember Olsen concurred with Councilmember Westgaard but felt there is <br />not enough information to know how to do it. <br /> <br />Councilmember Burandt questioned who owns property along the southern <br />connection that the developer would need to obtain easements from. <br /> <br />Mr. Don Jenson (with Paxmar) stated the permitting process could take a year and a <br />half to complete. <br /> <br />Acting Mayor Wagner suggested an informal poll to see where the Council is at <br />regarding the Twin Lakes Parkway connection. <br /> <br />Attorney Beck stated Council would be required to vote on the items tonight <br />depending on the 120-day rule or the applicant could submit a written letter asking <br />for a withdrawal or extension. He noted this item could go to the next meeting if <br />within the 120 days. The Council could be polled to find out where they stand. <br /> <br />Mr. Roessler stated he would prefer this item be continued and he will then <br />withdraw his application. <br /> <br />Council consensus is they are in favor of the Twin Lakes Parkway connection. <br /> <br />Councilmember Burandt stated she was hoping there could be a compromise for <br />allowing the development of area lots south of the power lines. <br /> <br />Mr. Jenson stated the whole point for this approval is so they can take advantage of <br />the 2016 construction season remaining this year. He further stated it won't work <br />unless they can start their project in September. He stated he would prefer discussion <br />at the first meeting in September. <br /> <br />Moved by Councilmember Westgaard and seconded by Councilmember <br />Burandt to continue this item to the September 6, 2016 Council meeting. <br /> <br />Motion carried 4-0. <br /> <br />7.5 City of Elk River <br /> Ordinance Amendment to Opt-Out of the Temporary Health Care <br />Dwelling Law <br /> <br />Mr. Carlton presented the staff report. <br /> <br /> <br />
