EXHIBIT B NOTICE OF SPECIAL ELECTION NOTICE OF SPECIAL ELECTION CITY OF ELK RIVER SHERBURNE COUNTY,MINNESOTA NOTICE IS HEREBY GIVEN that a special election will be held in and for the City of Elk River, Sherburne County, Minnesota, on Tuesday, the 8th day of November, 2016, at which the following proposition will be submitted to the voters of the City for their approval or rejection: CITY QUESTION NO. 1: GENERAL OBLIGATION BONDS FOR COMMUNITY CENTER AND PARK IMPROVEMENTS Shall the City of Elk River be authorized to issue its general obligation bonds, including any bonds issued to refund such bonds, in an amount not to exceed $30,000,000 to provide funds for the acquisition, construction and betterment of a multipurpose community center and park improvement projects? BY VOTING "YES" ON THIS BALLOT QUESTION, YOU ARE VOTING FOR A PROPERTY TAX INCREASE. CITY QUESTION NO.2: GENERAL OBLIGATION BONDS FOR DOME FACILITY AND SYNTHETIC TURF If Question No. 1 is approved, shall the City of Elk River also be authorized to issue its general obligation bonds, including any bonds issued to refund such bonds, in an additional amount not to exceed $4,000,000 to provide funds for the acquisition, construction and betterment of a dome facility and synthetic turf project? BY VOTING "YES" ON THIS BALLOT QUESTION, YOU ARE VOTING FOR A PROPERTY TAX INCREASE. The precincts and polling places for this special election are those precincts which have been established by the City for state general elections.
