8. A development plan shall be approved by the City Engineer prior to the issuance of building <br /> permits. <br /> 9. Any item or condition found that indicates the site is likely to yield information important to pre- <br /> history or history shall be reported to the city immediately. Further, the city reserves the right to <br /> stop work authorized in its approval until the site is appropriately investigated and work is <br /> authorized. <br /> Approve,by motion, the Development Agreement for River Park Fourth Addition with the following <br /> condition: <br /> 1. The Development Agreement language will be updated to reflect the conditions of approval for <br /> the plat of River Park Fourth Addition. <br /> Background/Discussion <br /> Case No. P 16-11 <br /> The property is zoned Planned Unit Development (PUD) and was included in the original River Park <br /> Subdivision. However,previous preliminary plat approvals have expired. <br /> The applicant is proposing to plat 41 single-family parcels in accordance with the approved River Park <br /> plans. The applicant is proposing typical parcels to be 70+ feet in width, and will be consistent with the <br /> previously approved plans. There is a proposed change to Block Two that changes three 90+ foot lots to <br /> 65 foot lots,which are consistent with other areas of the River Park and 1Vliske Meadows plats. Staff is <br /> supportive of the change. <br /> The applicant is requesting a change to the setbacks from what had been approved as part of the original <br /> River Park plans. Setbacks for single-family homes,per previous approvals, are: 30 feet—front yard, 5 <br /> feet—garage side, 10 feet—living space side, and 30 feet—rear yard. The applicant's request is to reduce <br /> the front yard setback to 25 feet, and adjust the side yard setback to require 15 feet between buildings. <br /> Staff is supportive of the change as the Miske Meadows subdivision was approved with the same <br /> setbacks, and the adjustment will provide consistency within and the larger subdivision as the project <br /> develops. <br /> Analysis <br /> Comprehensive Plan <br /> The property is guided for urban residential development per the Comprehensive Plan. This land use <br /> designation includes areas guided or residential uses in areas that will be served by municipal sewer and <br /> water services. The Comprehensive Plan supports the proposed land use. <br /> Transportation/ Circulation <br /> Currently, the only access to the River Park Subdivision is 191st Ave at Cleveland Street. This access is <br /> the only entrance/exit point for Twin Lakes Elementary School and the currently platted 91 residential <br /> properties,which includes the recently platted lots in River Park 3rd Addition. <br /> When the larger River Park Subdivision was originally laid out (now known as River Park and 1Vliske <br /> Meadows) it included four connections to adjacent public streets.
