Background/Discussion <br /> Katie Shatusky applied for a Special Event Permit for the Thumbs Up High 5K/10K event on Saturday, <br /> October 1, 2016. Due to construction at River's Edge Downtown Park, the race will begin and end at <br /> Orono Park. The event features a 5K route and new this year a 10K route. <br /> In addition to the 5K and 10K, the event will include live music with a DJ, face painting,bounce house, <br /> crazy hair,bean bag toss,vendor areas, and guest speakers. In addition, the Thumbs Up High group has <br /> partnered with another non-profit suicide awareness group called the LIVIN Foundation that hosts a <br /> fundraiser kickball tournament each year. The kickball tournament will take place the same time as this <br /> event at the Dave Anderson Athletic Complex. <br /> Financial Impact <br /> Fees for rental of the park property will be waived per policy because the Thumbs Up High run is a non- <br /> profit and this is a community event open to the public.
