City Council Minutes <br />July 18, 2016 <br />Page 11 <br />Mayor Dietz stated he would like two questions answered by Council: whether they <br />want to bond for a community center and how much money they want to ask from <br />taxpayers. <br />Council concurred they are all in favor of moving forward with a bond. <br />Mr. Pormer noted Council had directed staff to look at other funding sources in <br />order to offset future losses from park dedication funds due to the formula change <br />recently approved by Council. He stated this would be an opportunity to include <br />those needs into this bond. He further discussed the Parks Master Plan and some of <br />the trail needs of the city. <br />Councilmember Wagner discussed the needs of the Parks and Recreation <br />Commission. She stated their top priorities are the youth athletic complex and the <br />community center with some added amenities such as a splash pad, restrooms, <br />concession stands, park shelters. She stated the final plan will be coming before the <br />Council at a future meeting. She stated these additional amenities were estimated at <br />about $4.6 million but each amenity can be individually based on where the funding <br />numbers fall. <br />Mayor Dietz questioned what the city should be requesting for a dollar amount in <br />the bond. <br />Mr. Pormer stated the taskforce was tasked with developing a concept plan for the <br />existing facilities/community center and was not involved with the additional <br />amenities discussed by the Commission. He stated the Council will decide on the <br />funding amount. He stated the Council can pick a number they are comfortable with <br />but would know that the priorities discussed may change depending on final costs <br />and sponsorships, and other funding options, such as liquor store funds. <br />There was discussion about what would happen with current facilities such as Lions <br />Park Center (LPC). <br />Mayor Dietz stated he wouldn't support any more funding to the LPC. <br />Councilmember Olsen expressed the need to support the people near Lions Park. <br />Council noted the new community center facility will fill this need. <br />Mr. Benoit explained park programming would still remain in Lions Park. <br />Council noted it would be helpful to review the tax impacts. <br />Moved by Councilmember Wagner and seconded by Councilmember <br />Westgaard to accept the Multipurpose Community Center Plan.
